Building Agile Structures in the Federal Administration: From Output to Outcome Using LPM, OKRs, and PI Planning

In times of growing complexity and increasing cost-cutting measures, many organizations are asking themselves how they can break down silos, create transparency, and increase their value creation.
The Federal Geological Survey at swisstopo has initiated this transformation and serves as a practical example from the federal administration of how agile structures can function even in a regulated environment and prepare an organization specifically for upcoming challenges. The focus is on Lean Portfolio Management, OKRs, and PI Planning as tools that have been scaled down to fit the organization’s size. This enables focus, shared priorities, and transparent decision-making, while allowing for flexible responses to new requirements.
The presentation demonstrates how a learning organization is created that embeds continuous improvement and sustainably strengthens collaboration without sacrificing stability. An invitation to all who wish to bring agility to life within complex structures and are seeking concrete experiences beyond theory.

Michael Gysi

Process Manager Data Management | swisstopo

Michael Gysi has been working at swisstopo for more than four years. As Process Manager for Data Management and Deputy Head of Division, he is responsible for the technical, strategic, and organizational development of the National Geology Division.
His key priorities include building a cloud-based data platform, developing AI-driven automation, and establishing governance and quality processes. He is also shaping the division’s transformation through the introduction of agile structures.
Before joining the Federal Administration, Michael spent nine years working internationally. As Country Manager in Malaysia and Egypt, he established regional consulting offices and led exploration projects in the MENA region and Southeast Asia. Later, at nagra, he led a geological exploration program as part of the site selection process for a deep geological repository for radioactive waste. In total, he brings 14 years of experience in strategic management, data-driven transformation processes, and interdisciplinary team leadership in Europe, Africa, the Middle East, and Southeast Asia.
