From Meaning to Deciding – Priorities Beyond Democracy with Participatory Budgeting

How are budget and priority decisions made when many people have a say but no one can decide alone? If you’re thinking “HIPPO” or “that’s just inefficient”—yes, we thought so too. We’re launching a simulation where resources, interests, and strategic goals collide. In small groups, participants negotiate budget decisions under time pressure, with conflicting goals and limited resources. How will it turn out? We’ll find out at the end of the simulation. The workshop combines fun, interaction, and real-world relevance with clear applicability to your own daily work. The focus is on shared experience and learning, whether in the role of a manager, Agile Coach, or SAFe practitioner.

Nadine Broghammer & Daniel Marino

Nadine Broghammer is an Agile & DevOps Coach at Swiss Post and supports organizations and teams in improving collaboration, resolving conflicts, and shaping decision-making processes. She works at the intersection of agility, leadership, and learning. Nadine believes that sustainable learning occurs when decisions are not merely explained, but experienced and reflected upon. That’s why she doesn’t want to give a talk at SLF—she prefers the workshop format.

Daniel Marino is an Agile & DevOps Coach at Swiss Post and has been supporting an ART since its launch with SAFe. In his work, he places great emphasis on empowering people to take responsibility and experience genuine co-creation. In doing so, he combines pragmatic implementation with a clear eye for culture and mindset.
